Unable to Enable Additional Regions – Free Tier Region Quota Stuck (Need ARM Capacity)

Hello Oracle Team,

I am using an Oracle Cloud Free Tier account and I am facing an issue with
region management. Currently, only one region (us-ashburn-1) is enabled in
my tenancy.

However, when I try to enable any additional region, I receive the error:

"You have exceeded the maximum number of regions allowed for your tenancy."

Since only one region is enabled, this appears to be a region quota or
tenancy configuration issue.

I currently have an AMD-based Always Free instance running in the
us-ashburn-1 region because ARM (VM.Standard.A1.Flex) capacity has not been
available in this region for several months. However, I urgently need an ARM
