During our testing we discovered that worker was not getting notification when manager edits or cancels a goal. However they did get notification if manager creates a goal. We checked off Manager updates a goal and Manager cancels a goal in Talent Notification.

After some investigation I found an Oracle Knowledge Article that references this exact situation and the solution mentioned that this is happening because the manager has both manager and HR role and that the HR role is given preference over manager role and the navigation is not taken into consideration. Therefore, if the user is having both line manager and HR role but the notifications in Talent Notification >> Goal Management are disabled for HR no notification will be triggered.
