Delegate Functionality in Self-Service Procurement Requisition Creation

Is there any delegate functionality available in Oracle Self-Service Procurement requisition creation similar to Oracle Expenses? Currently, a procurement agent can select any requester from the list while changing the requester during requisition creation. How can we restrict this? In Expenses, only a delegate is allowed to raise an expense on behalf of the delegator. We are looking for similar functionality.
