Local catalog is not restricting the categories that the user is able to select

Local catalog is not restricting the categories that the user is able to select

a) Local catalog 'Log. items and SIM activations' only contains below 5 categories
AT.A.BSS OTHER SW
AT.A.BUS SUPP SYSTEMS BILLING SW
AT.A.CIVIL WORKS NODE B
AT.A.CW Power Supply HW
AT.A.ENTERPRISE SUPP SYST HW

b) Content zone is assigned to my user: Serra Paradis, Eric

c) When creating new Requisitions ‘Enter Requisition Line’ I am able to select an item that is assigned to a category not added to the local catalog
