How do I make the sensitive information for internal candidates visible to recruiters?

Summary:

We have a requirement for a law enforcement client that the SSN and DOB for all candidates need to be visible to internal background investigators since a background check is done for all candidates. I am not able to find a way to make this information visible for current employees who apply to the position. The background investigators will have the same plus additional security as the recruiting manager however, they cannot see this information which is critical to be able to run their background investigation.

I have tried to make a rule using TDS for the actions 'Recruiting-Application Extra Info,' 'Recruiting - Candidate Extra Info,' and 'Recruiting - Candidate Application Additional Info' but not sure if I'm even using the right tools.
