Do we need to Convert the state tax cards for each state employee has worked based on time card

Summary:

1. We have a requirement where in employee is assigned to a work location, but employees do end up working different states and counties all the time and might work very less or not at all on the assignment work location. Their work location change based on the project they are assigned to. since this is a field services company, they might not have a same address every day but working around a highway or something.
2. In this situation, when they report time they do add the worked state, county and city for tax purposes, but when we do conversion from legacy to Oracle, do we need to convert the state tax cards for all the states employees might have worked in through the start of the year to the Golive date?
