Business role(s) that gives access to manage/administer Sandbox

Just curious to know why certain business roles like - Supplier Contract Manager, Grants Accountant, Grants Administrator, Project Application Administrator, Collections Manager role(s) gives access to manage sandbox?

Though we have turned OFF the site level sandbox publishing, do you think the sandbox functionality should fall under the Admin’s responsibilities rather than the accountant’s? I’d appreciate your thoughts.
