Shop by category shows items without any price

My understanding was that in order for the item to be available in a catalog requisition, either it has to be defined in a BPA or the item prices needs to be setup in item master.

We do not use BPA and we have not defined item prices in item master, so why all these items are listed in the shop by category section?
