Error with LM assigned Observation checklist to his team member outside of the observer type.

Summary:

Learning specialist setup Observation checklist with Observer type = Manager Hierarchy with 1 level.

But when LM reassign the observation checklist to an employee in his team to delegate action. The new assignee is getting error "You can complete this observer checklist only if a learning specialist adds you to the list of observers allowed to access this checklist.

If you let observers reassign the observation activity to anyone, they can reassign it to other people specified by the observer type. Or they can assign it to people outside of the observer type.
