Receiving 403 Forbidden Error when trying Reopen one schedule API

Summary:
We are trying to use the API 'Reopen one schedule' to re-open few PO lines, however receiving '403 Forbidden Error', indicating we are missing some access/privilege/role.
What access/privilege/roles are needed to be able to use this? We tried different procurement roles including 'PO_CHANGE_PURCHASE_ORDER_PRIV'?
