Competency not reflecting under skill and qualification for workers

Summary:

I have uploaded all competencies for the workers. But when i tried to see under Skill and qualification. All items are showing blank. I have used the attached HDL template for loading the competency so that it can be reflected under Talent profile. It is giving error for "The value of the attribute QualifierId1 isn't valid."

I also used the Qualifierid1, but still the same issue and data is not reflecting.

I'm i missing something. We are at present at 25D.
