If Else Form rule condition is met, but otherwise rule is displayed

in Human Capital Management

Summary:

Have an If/else rule on Emergency Contact Ruleset to hide Demographic and Biographic sections if the emergency contact flag is true. In the console log, I see that it evaluates the condition to true, but the otherwise rule is displaying. There are no other active rules.
