How to make address fields not required for all countries?

We want to make address fields as not required, for ALL countries.

Currently, you have to go to "Setup and maintenance" > "Manage Address Formats" and go country by country, unchecking the required option for the fields.

How can we make them all as not required at once?

Reason: There is too much of countries to go one by one making this change, and we have some external systems to create customers using integration, but the integration may be unable to add the address for one country if the country has required fields.
