Trying to run Person Profile and Talent Profile reports in Reports and Analytics but getting no data

We are trying to run these 2 reports in reports and analytics but we are getting no data back. I tried the Person Profile Excel version as well but the excel is blank.

Is there a data security policy that is required to see this data? I already have these delivered roles with all data access granted.

Human Resource Analyst
Human Resource Manager
Human Resource Specialist
