Salary Changes and Promotions Failing in PROD for Focused Service Properties

Summary: Our custom Salary Change and Promotion rules are failing despite the conditions being satisfied. In this case the line manager has the representative AOR and is the one submitting the transaction on her direct reports. I checked and the rules are on. I was able to recreate the failure in TEST and have attached the TAC logs below. We have greater and less than 4% rule for salary changes, I tested both in the lower environment and they are both failing. All the necessary approvers are assigned, and the members of the role are also present.
