Skills in SPZ vs Skills in Attached Courses

We have a SPZ that has 6 attached courses to it. In the SPZ, we see a total of 25 skills listed however, we do not see all the skills that are attached to the corresponding courses listed. When we attempt to add the "missing" skill to the SPZ, we get a duplicate skill error, indicating that the skill is already assigned to the SPZ. We are not seeing the skill though under the SPZ…we only see it if we go into each attached course. This is causing confusion on our Learning Admins as they are getting requests from managers
