Unable to make requester field as a required field in change order

Summary:

When a requester creates a PO Change Order and adds a new line, the Requester field does not auto-populate. Because of this, the Charge Account derivation fails until the requester is manually entered. If the user manually entered the requester , charge account is getting updated automatically. We tried using visual builder to make the requester field as a required field in change order screen to guide user that it is a mandatory field. Right now it seems to be a not required field. Kindly suggest.
