Back Out Workforce Compensation Data process not removing Promotion

When I run the Back Out Workforce Compensation Data process, it will back out salary changes associated with a promotion, but the actual promotion is not removed from the assignment. Has anyone else experienced this? It will also successfully back out the merit action/merit increases. It's just the actual Promotion reason on the assignment that is not backing out.
