Performance goals showing approval workflow when colleague updates progress against goal

Summary:

Hi, we have received user feedback on updating progress against performance goals and updating percent completed against performance goals. This action does not require manager approval. However, the workflow notifications say otherwise and is confusing the colleague. Once submitted, the goals are auto-approved. Is this is a bug or standard functionality to show the workflow?
