unable to edit learning items in new learning catalogs in 25D

Summary:

we have implemented new learn catalog which was introduced in 25D. we have provisioned our admins "Manage All Learning Catalog Items" privilege to give only manage access and removed creation access. however, we are not now getting an error saying "You do not have permission to access this information." while clicking on edit icon in courses and specialization.
