If i set shpping tolerance to a certain percentage, can i ship that much extra quantity

If i set shpping tolerance to a certain percentage, can i ship that much extra quantity over the sales order line quantity.

For example : If I set 10% shipping tolerance and the order quantity is 10, will the system allow me to ship Order Qty = 10 + Tolerance Qty =1 i.e. 11 quantity
