Telegram bot API is not accessible from my OCI instance

TCP connectivity failure from OCI Frankfurt to 149.154.167.220:443 (Telegram ASN AS62041).
Traceroute drops immediately after OCI egress (62.67.24.18).

Started today (31.12), can't tell specific timeframe as logging is not implemented yet on my side
