Unrestricted Life event getting triggered every time an employee clicks on "Enroll Now"

Summary:

The Unrestricted Life Event is being triggered whenever an employee accesses ESS, logs in, and clicks on “Enroll Now.”
Even though the Unrestricted plans are disabled for enrollment via ESS, the “Enroll Now” action still opens an enrollment opportunity for these plans, inadvertently triggering the Unrestricted Life Event.
We recommended setting Unrestricted Processing Enablement in Self-Service Configuration to “Never”.
However, this approach was rejected because this would requires updating this configuration each time they need to open an Unrestricted Life Event internally.

We are looking for a solution that ensures,

• Employees can view their Unrestricted benefits but cannot trigger or initiate the Unrestricted Life Event from ESS in any scenario.
