Adding Informational Text Near Attachments on New Receipt Page

Summary:
I am currently working on an implementation where the client has requested to add informational text beside the Attachments section on the New Receipt page, as illustrated in the screenshot below.

I have reviewed the available configuration options and explored Visual Builder Studio (VBS); however, I was unable to find a supported way to add or configure this text through either the UI or VBS. As shown in the screenshot, I also do not have the ability to create a new section in this area.
Has anyone encountered a similar requirement? Is there a supported or recommended approach to achieve this, or should this be considered a system limitation?
