Rate Based Salary and Grade Ladder - Full Time Flag

We intend to roll out rate-based salaries, and we need to populate a monthly base salary based on grade ladders.

We have set up a rate of category "Grade Rate", and so far this works fine.

However, we noticed, that the system only ever pulls the Full-Time Grade Ladder Rate Value. There is no pro-rata for part timers.

On the rate definition page, there are two tick boxes "Return Full Time Rate", one on the rate itself. It can be unticked, but after saving it immediately jumps back to be ticked. On the rate contributor there is the same flag. It is ticked and always greyed out, so it can't be changed.
