Is It Possible to Change Start Time and End Time Fields to LOV in Absence Entry?

We have received a client requirement to change the Start Time and End Time fields in the Add Absence page (from the employee side) to a List of Values (LOV) instead of the current input format.
Is this functionality achievable in Oracle Fusion HCM? If so, what would be the recommended approach or configuration steps?
