Frequently used External Contacts in HR Help Desk

Summary:
Our client has a list of external contacts they liaise with on a regular basis when it comes to resolving HR issues, an example of this is their 3rd party payroll provider. Their requirement is to have the contacts listed somewhere in Oracle so that an agent can search for them in HR HelpDesk and start a conversation with them, keeping all conversation threads in the SR.

I have enabled the Contacts tile under Service and added a selection of their frequently used 3rd party contacts in, however it looks as though both the HR and Finance contacts are all in the same place and aren’t hidden. Is there any way we can hide the HR contacts from Finance and vice versa? Or is there another way to achieve this requirement? I appreciate that this isn't standard functionality for HR HelpDesk as External Contacts are not standard.
