Using "Prepare Forecast" rule to copy Actuals when Actuals are not yet Final

in Oracle Guided Learning

We have a situation where users need to start Forecast but Actuals for previous month are not yet final. Can we run "Prepare Forecast" rule multiple times to copy Actuals until they are final or is it a best practice to only copy the actuals once the actuals are final?

Also, has anyone faced any issue running "Prepare Forecast" rule multiple times.
