Why is my 1099 Copy B masking the receipient TIN incorrectly?

Summary:

When we run the US 1099 Report, the Copy Bs are masking the recipient TINs incorrectly. It is showing the first 4 digits of the TIN at the end of the asterisks. This is happening in our Production environment. The masking is working correctly in our TEST environment.
