synchronize grade step rates - Updating All employees

Dear Oracle experts,

I am looking for your inputs on this.

When running the ‘Synchronize Grade Step Rates’ process, it updates all employees who are part of the grade ladder. Even if there are no salary changes, it still creates a new effective salary record with zero adjustment. Since we cannot use the person selection formula because changes may come from step rate value updates, is there any other option to ensure that the program updates only eligible employees with salary changes and does not create new effective records for others?
