Unable to upload a local catalog item search file

Summary:

I am running into an issue uploading the search item file for a local catalog. Initially I received the 'A section is either missing or isn't in the right sequence. Sections should appear in the order: ENCODING, Language, File, and Item. ENCODING is optional.' error uploading a .csv file via Manage Catalog > Upload Punchout Search Items.

I was able to upload the attached file (it is UTF-8 encoded and the columns are tab delimited). I now receive the 'One or more column headings in the item section are invalid.' I have compared the column headers to those in the 'Text Template.txt' file (which is available from Manage Catalog > Upload Punchout Search Items > Download Resources) but am unable to identify the issue.
