Expense Approval Fails to find CC Manager when Expense Item date is prior to Job Detail Effdt

Expense Reports fail to find the CC Manager when the Expense Item date is prior to the effective date on the Job Detail record for CC Manager. The CC Manager recently received a pay increase and a new effective date (12/30/25) was added to the Job Detail record, along with a new grade, to mark when the the pay increase takes effect.
