Redwood: Extra Info for internal use not loading

We are currently on 25D/Redwood for applications. When you scroll to the bottom of the Activity tab there is an "Extra info for internal use" section. This section has NEVER loaded. We cannot use the dropdown. What is this section intended to be used for and how do you get it to stop loading?
