Unable to access Ben Act Cen data with same user in redwood but able to see data in responsive

in Benefits

Summary:

When I login with the same user with Benefits Admin and Benefits Specialist Job in responsive UI, I am able to see the data in the Benefits Activity Center, when the Redwood profiles are turned on, with the same user when logged in, i am unable to access the Benefits activity center.
