Roles/Privileges need for an Evaluator of Supplier Registrations, plus how to view Qualifications

Client has added Questionnaire for Supplier Registration.

What role(s) can be assigned to the Questionnaire Evaluator? Preferably at no or little cost.

I came across the below attached post based on the same question. Response was to use "Supplier Qualification Initiative Evaluation" Duty role. BUT adding that has not helped as the "Qualification Is Ready for Evaluation" notification opens and closes immediately.

Plus on navigation to the Qualification does not show a UI where Edit and Finalize buttons are not available.

1. Please assist by mentioning roles necessary to edit and finalize the qualification attached to supplier registration. We do not want to use the SQM Qualification role as it is too heavy for our needs and will likely be costly.
