Redwood - Contact Info Error (with no message) when manager updates address for direct report

Summary:

we're getting an error when a line manager goes to add or update an address on behalf of a direct report on the Redwood contact info page. The error has no message so it's difficult to tell what's happening. i think it's related to roles/privileges as when HR does same change on behalf of employee there are no errors.
