403 Forbidden using /fscmRestApi/resources/11.13.18.05/assignmentSets/

I am trying to use this API, but always get a 403 Forbiden error.

We are trying to obtain assignment set details for a given customer/customer site so we can determine with sourcing rule has been assigned, but this API returns a 403 Forbidden. I've tried it with multiple credentials, all of which have full access to the Assignment Set lines, but I continue to get the error. I've also tried it by specifying the assignment id, but I continue to get this error. Has anyone successfully used this API?
