How can we understand page capability for Business Rules better?

Before I get into the details, I want to say that I’m a big fan of the direction Business Rules is heading, and I fully appreciate that new capability takes time to build. However, there’s one recurring issue I keep running into:

Is there any way to understand up front what level of Business Rules capability a page actually supports before we commit time and start building?

I’m repeatedly finding that we can’t achieve consistent Business Rules across different pages because each page has different levels of support. This often forces us to pause or rework our configuration once we realise the limitations. For example, the gap between Create Offer and Add Pending Worker is significant, yet Create Offer (arguably the more critical page) has noticeably fewer capabilities.
