Oracle fusion trying to user Person API getting 403 Forbidden Error

Hi There,
I am tryting to use get all person API in Oracle fusion getting 403 forbidden error. Can any one assist what all role required?
The API I want to use is

I already have given below roles

Human Resource Specialist
Implementation Manager
Implementation Administrator
Human Capital Management Application Administrator
Human Capital Management Integration Specialist
