Instance stuck in STARTING state, unable to stop or detach boot volume
My compute instance has been stuck in the STARTING state for an extended period.
I am unable to stop, reboot, reset, or detach the boot volume.
The boot‑volume attachment is not created, so no recovery actions are possible.
