Business Unit details are not showing up on My Team->Users and Roles page

Summary:
In Demand Management, to create and show Notes functionality, we need to do User setup with Legal Employer and Business Unit in My Team-> Users and Roles.
Our customer's Admin team is assigned with CUSTOM IT Security Manager to create users using Security Console and also link those users to Business units etc on My Team->Users and Roles page.
But it seems, with IT security Manager, Its not showing up Business Unit details in dropdown on User and roles page. Attaching Screenshot for same.
Looks like the 'Application Implementation Consultant' role needs to assign to show up those business units details on user creation page.
