Before loading Geographies, the system did not enforce the National Identifier as mandatory during the Hire / Add Person flow.After loading Geographies, the behavior changed and the system now requires at least one National Identifier to proceed (for example, Codice Fiscale for Italy).

This suggests that the mandatory National Identifier validation is activated once the country legislative context is fully enabled, rather than being driven by the Legal Employer configuration.
