Inputs on creating custom Compensation administrator role with ready only access

Summary:

We are trying to create custom Compensation Administrator role with read only access.

Could anyone please provide inputs if already done. Currently analyzing the privileges in the seeded and removing the roles with manage access to restrict the update access on pages. However this approach may give us desired results to some extent only as most of the roles have combined access.
