difficulty testing person change formula

Summary:

In production, some of our life event trigger FF's are triggering in cases that we do not want. We have changed the formula logic to NOT trigger for very specific conditions, but have run into a problem in testing. The test plan was to test in 2 different instances - one that matched Prod, and one that had the modified code - and verify that the LE triggered when the FF code matched Prod, but did not trigger in the environment that had modified code. when we test, the life events are not triggered in either test
