Create PO from shared service BPA (order locally)

Client is looking for possiblity to order directly (PO) with BU A, from a BPA that is set up under BU B (shared service).

BPA is setup by the shared service center BU B. All BU's are attached on the BPA access controls. And for BU A we have selected the 'order locally' checkbox.

So when a PR is created by BU A, it can select from the BPA catalog (BU B) and submit the PR.
The PO will need to be created by Buyers from BU A, since the 'order locally' is checked.
