OCI Free Tier tenancy marked as INACTIVE, blocking PAYG upgrade and Default identity domain access

Hello,

I am an individual Oracle Cloud Free Tier user trying to upgrade my account
to a Pay-As-You-Go subscription.

However, I have discovered that my tenancy status is marked as INACTIVE,
even though:

  • My user role is Admin
  • My user status is Active
  • My membership is Approved
  • The user is marked as Default

Because the tenancy is INACTIVE:

  • I cannot access the Default identity domain
  • Password reset for the Default domain fails
  • The Pay-As-You-Go upgrade option results in authorization errors

Oracle Cloud Support has confirmed that:

  • Upgrades can only be initiated from the Default identity domain
  • They cannot escalate or raise an SR for this issue due to Free Tier eligibility
