OTP App in Eloqua

Summary:

My client wants to check the availability of any OTP App to be used with email / SMS in Eloqua. I understand that no native app may be there but is there any third-party app available which can help the client meet its objective to verify the relation between the contact and his email / phone in Eloqua?
