How to put condition on Agreement number on Enter Requisition Line VB redwood Page

Hi All,
We have a Business Case
All Global Agreement (CPA & BPA) starts with 2467. As per current business case that if we enter a requisition line with Agreement starting with 2467 then "Suggested Buyer" Field gets mandatory to enter in Classic Page. This works perfectly fine in Classic Page
Now we are enabling RSSP and want to have the same condition to work on Redwood Page. But in VB builder we donot have any option to put a condition on Agreement Number.
How can we achieve this rule on Redwood Page. This is a mandatory business requirement for business.
