Summary: Requisition approval by account is ignoring the exclusion (?!) option

Our requirement is to auto reject when a requisition has a PO category at the requisition line = "971.30000" or "962.87000", and the account Distribution (account segment) is not "56302" or "53405".

So, I started with the Requisition approval rule with one account to make it simple.

System is taking the (?!56302) like equal to instead of Exclude this account.

So, if I created a requisition for the category 971.30000 with the account 56302, and got autoreject. and it should not.
