Import Excel file to CDO for use in merge fields for email table independent of email/company

Summary:
I'm looking to build an email with a table that contains 17 rows and 6 columns of data imported from an Excel file.
The idea is to not have to manually enter this data as it is prone to errors. Uploading the Excel file to a CDO is easy enough but the wrinkle is that it needs to map to an email address.
I'm working with about 25k contacts and want to be able to upload the data for say just one contact, and have it apply to the others - or pull the data into a merge field that is independent of contact/email address or company (too many of those.)
